Project Area:
On Elkton Road, from Gravenor Lane to Delaware Avenue in the City of Newark Project Need: The roadway surface is crumbling and needs to be totally reconstructed. Also the segment of Elkton Road between Amstel and Delaware Avenue had previously been identified as a Hazard Elimination Program (HEP) site. Improvements are also needed for pedestrians, bicyclists, transit riders, and aesthetics. Brief Description or Project Overview The project includes pavement reconstruction; additional turn lanes at the intersections of Elkton Road and Casho Mill and Apple Roads; reducing Elkton Road between Apple Road and Delaware Avenue from four to two lanes with a two-way center turn lane and a landscaped median just south of the Amstel Avenue Intersection (please see rendering) ; new sidewalks and curb ramps; bike lanes; and utility improvements. The following graphics show the proposed improvements:
Actual Start Date October 2010. The construction project is divided into four construction
phases, with Phase One work anticipated to run through November 2011.
Motorists should be aware of delays when driving along Elkton Road during
